Taxis or Cabs in Costa Rica are either organized in groups of semi-independent owners called Cooperativas, or they are privately owned (often serviced by the owner, but not necessarily so). There is a third group called "Pirate-Taxis" that work at the edge of Regulations. Regardless of what type of taxi you hail, it is best to ask what the approximate price of the trip will be before you start. Taxis traveling to and from the airport and San Jose, or other distant points, are authorized to charge a flat, government rate. (But you can negotiate.) All others should start their meters. If you hail a private taxi that has no meter, settle on a price before you begin your trip. Be prepared to speak Spanish, or have something written in Spanish, as most do not speak any English.
Taking a taxi ride in San Jose can be a breath-holding, wide-eyed experience! Try to look at the local scenery and read store front signs so that you can distract yourself from the near misses that seem to continuously happen around you. After awhile, you will begin to appreciate the aggressive game of "chicken" as it seems the only way to inch yourself forward. Most people prefer not to drive their own car in San Jose as it is so very congested, unless it is well after work hours. Therefore, the colorful, and ubiquitous, taxis are a very reasonably priced alternative.
